The Solemnity of The Immaculate Conception of the Blessed Virgin Mary regardless of what day it falls is always a Holyday of Obligation.

December 25, Tuesday. The Nativity of the Lord (Holyday of Obligation)

December 9, Monday. The Immaculate Conception of the Blessed Virgin Mary, Patronal Feastday of the United States of America (Not a Holyday of Obligation)

Since December 8, 2013 is the Third Sunday of Advent, the Solemnity of the Immaculate Conception of the Blessed Virgin Mary is transferred to Monday, December 9, 2013.  The obligation to attend Mass, however, does not transfer.  The Optional Memorial of St. Juan Diego Cuauhtlatoatzin, December 9, is omitted this year.
